With its National Strategy to Combat Poverty and Social Exclusion, under the theme, “The Will to Act, The Strength to Succeed”, the Québec government intends to progressively transform Québec, over a ten-year period, into one of the industrialized societies with the least poverty.

The National Strategy to Combat Poverty and Social Exclusion is the result of broad-based consultation rallying all of the dynamic forces that want Québec to pursue its journey towards a more equitable society in which every citizen can live with dignity and participate fully in the social and economic development of the Québec of the future.

Since Fall 2001,

• Québec government representatives have sat on a parliamentary committee that heard close to 135 individuals, groups and organizations express their opinions on the bill. Moreover, 166 briefs were tabled before this committee, and the public hearings were held over a period of 17 days, from October 1 to 19, 2002.
• These government officials also have met with groups in the 17 regions of Québec to get their reaction to and validation of the orientation document Don't Leave Anyone Out!(, 482 ko) as a starting point for identifying their regional priorities for fighting poverty. Partners from over 1000 groups from every region were heard at these local and regional meetings.
• Government representatives have also attended seven discussion forums grouping close to 50 Québec organizations.

An advisory committee comprising partners from all echelons of society was formed to support these validation initiatives. In addition, action-research enabled the most promising courses of action for crafting the Strategy to be documented.
