There are five special funds within the Emploi et Solidarité sociale portfolio. In addition to the resources voted by the National Assembly for special funds are revenues from other sources such as the amounts contributed by the Société des casinos du Québec, dues collected by the Ministère du Revenu, and independent revenues connected with vocational qualification and Commission de la santé et de la sécurité du travail requirements. Program 1: Mesures d’aide à l’emploiOf this program’s total budget, $767.5 million was spent on labour market entry initiatives and on services to enterprises (job placement, consulting services, manpower profiles and manpower adaptation committees). In addition, these monies also made it possible for businesses to benefit from information about the Act to foster the development of manpower training and from job creation and stabilization initiatives. > $962.6 million Program 2: Mesures d’aide financièreA portion of this budget was earmarked for various programs, such as Employment-Assistance, aimed at providing appropriate support to the most disadvantaged Quebecers. A total of $28 million was assigned to the Fonds d'aide à l'action communautaire autonome under the government policy to recognize and support community action. > $2801.3 million Program 3: Soutien à la gestionA portion of this budget was used to defray the cost of space rental, telecommunications, mail and couriers, employer contributions and information technology. > $203.8 million Breakdown of expenditures for 2002-2003 StaffAs at March 31, 2003, the Department had 7624 employees, a slight increase of 0.6% over the preceding year. The number of regular employees rose during the last financial year, up 1.7% (from 6060 to 6163). Over the last financial year, the Department used 7353 full-time equivalents (FTEs), including the funds it administers, 52 more than in 2001-2002. There was an overall increase of 120 regular FTEs in 2002-2003 as well. |
