Appropriations and staff of the Ministère de l'Emploi, de la Solidarité sociale et de la Famille for 2003-2004Ministère de l'Emploi, de la Solidarité sociale et de la Famille appropriations for 2003-2004 were $6 152.9 million. The “Emploi, Solidarité sociale et Famille” portfolio consisted of four programs: 1. Employment Assistance Measures In addition to the resources voted by the National Assembly for the special funds listed below are revenues from other sources such as the amounts contributed by the Société des casinos du Québec, dues collected by the Ministère du Revenu, and own-source revenue related to vocational qualification and Commission de la santé et de la sécurité du travail requirements. The breakdown of these funds can be found in the annual management report for 2003-2004. 1. Assistance Fund for Independent Community Action Program 1: Employment Assistance MeasuresOf the expenditure budget for this program, $774.1 million was spent on labour market entry initiatives and business services (job placement, consulting services, manpower profiles and manpower adaptation committee). >$935.3 million Program 2: Financial Assistance MeasuresThe expenditure budget for financial assistance measures was raised to $3 044.3 million for fiscal 2003-2004. Program spending totalled $3 032.7 million in 2003-2004, including $2 812.0 million for various transfer programs, including the Employment-Assistance Program, to ensure appropriate support for the most disadvantaged Quebecers. During fiscal 2003-2004, the Department allocated a total of $5.4 million to the Assistance Fund for Independent Community Action under the government policy to recognize and support community action. A total of $20.6 million was allocated to the Fonds québécois d’initiatives sociales to support various projects aimed at fighting poverty and social exclusion. > $2 738.5 million Program 3: Management SupportIn 2003-2004, expenditures for this program were $211.5 million, leaving $20.6 million available to finance transfer expenditures of programs. Of these expenditures, nearly $132.5 million was used to defray the cost of space rental, telecommunications, mail and courier service, employer contributions and information technology. > $232.1 million Program 4: Assistance Measures for Families and ChildrenExpenditures totalled $1 933.1 million, leaving $8.1 million for the family benefits program, among others. Of these expenditures, $1 908.5 million was allocated to financial support and development of quality educational child care services and the family benefits program. > $1 939.7 million Breakdown of expenditures for 2003-2004 StaffAs at March 31, 2004, the Department had 7 420 employees, including 6 386 regular employees. This is an 8% decrease from the total staff level of 8 089 employees for the two Departments prior to their merger: as at March 31, 2003, the Ministère de l’Emploi et de la Solidarité sociale had 7 624 employees and the Ministère de la Famille et de l’Enfance, 465. Over the last fiscal year, the Department used 7 483 full-time equivalents (FTE), including all of the funds it administers. |
