Appropriations and staff of the Ministère de l'Emploi, de la Solidarité sociale et de la Famille for 2004-2005

Ministère de l'Emploi et de la Solidarité sociale appropriations for 2004-2005 were $5 970.6 million taking into account family assistance measures. Considering the decision made on February 18, 2005, to create the Ministère de la Famille, des Aînés et de la Condition féminine, the revised expenditure budget for 2004-2005 was $4 117.1 million. Real expenditures in fiscal 2004-2005 totalled $4 105.6 million. The difference between the Department’s expenditure budget and real expenditures is attributable to lapsed appropriations in the amount of $11.5 million.

The Minister of Employment and Social Solidarity’s portfolio consisted of three programs:

1. Employment Assistance Measures
2. Financial Assistance Measures
3. Management Support

In addition to the resources voted by the National Assembly for the special funds listed below are revenues from other sources such as the amounts contributed by the Société des casinos du Québec, dues collected by the Ministère du Revenu, and own-source revenue related to vocational qualification and Commission de la santé et de la sécurité du travail requirements. The breakdown of these funds can be found in the annual management report for 2004-2005.

1. Assistance Fund for Independent Community Action
2. Labour Market Development Fund
3. Fonds québécois d’initiatives sociales
4. Information Technology Fund
5. Fonds national de formation de la main-d’œuvre

Program 1: Employment Assistance Measures

Of the expenditure budget for this program, $747.0 million was spent on labour market entry initiatives and business services (job placement, consulting services, manpower profiles and manpower adaptation committee).

Program 2: Financial Assistance Measures

During fiscal 2004-2005, the Department allocated a total of $9.9 million to the Assistance Fund for Independent Community Action under the government policy to recognize and support community action. A total of $1.2 million was allocated to the Fonds québécois d’initiatives sociales to support various projects aimed at fighting poverty and social exclusion.

Program 3: Management Support

Expenditures for this program were $205.1 million, leaving $16.5 million available for other initiatives. Of these expenditures, $126.4 million, or 61.6%, was used to defray the cost of space rental, telecommunications, mail and courier service, forms, employer contributions, communication products and information technology. A total of $78.7 million, or 38.4% of expenditures, was allocated to management, support to agencies for policies, administration, handling of information requests and complaints, reviews and communications.

Breakdown of expenditures for 2004-2005

Staff

As at March 31, 2004, the Department had 7 420 employees, including 6 386 regular employees. This is an 8% decrease from the total staff level of 8 089 employees for the two Departments prior to their merger: as at March 31, 2003, the Ministère de l’Emploi et de la Solidarité sociale had 7 624 employees and the Ministère de la Famille et de l’Enfance, 465.

Over the last fiscal year, the Department used 7 483 full-time equivalents (FTE), including all of the funds it administers).
