Appropriations and staff of the ministère de l'Emploi et de la Solidarité sociale for 2006-2007

Ministère de l'Emploi et de la Solidarité sociale appropriations for 2006-2007 were $4 033.3 million and real expenditures, $4 084.7. The difference between the Department’s expenditure budget and real expenditures is primarily due to use of the Contingency Fund to make up for a higher number of employment-assistance recipients than expected and to fund the Financial support program for older workers who have lost their jobs in the forest industry.

The Minister of Employment and Social Solidarity’s portfolio consisted of three programs:

  1. Employment Assistance Measures
  2. Financial Assistance Measures
  3. Management Support

In addition to the resources voted by the Assemblée nationale du Québec for the special funds listed below are revenues from other sources such as the amounts contributed by the Société des casinos du Québec and to own-source revenue related to vocational qualification and Commission de la santé et de la sécurité du travail requirements.

  2. Labour Market Development Fund
  3. Fonds québécois d’initiatives sociales
  4. Information Technology Fund
  5. Fonds de fourniture de biens ou de services dans le cadre des services partagés
  6. Fonds national de formation de la main-d'œuvre

Program 1: Employment Assistance Measures

Of the expenditure budget for this program, $797.1 million was spent on labour market entry initiatives and business services (job placement, consulting services, manpower profiles and manpower adaptation committee support).

Program 2: Financial Assistance Measures

During fiscal 2006-2007, the Department allocated a total of $7.5 million to the Assistance Fund for Independent Community Action under the government policy to recognize and support community action. In addition, $2.4 million was granted to community development corporations, and $1.1 million for the Alternative Jeunesse pilot project. Lastly, $5.7 million was allocated to the Fonds québécois d’initiatives sociales to support various projects aimed at fighting poverty and social exclusion.

Program 3: Management Support

Expenditures for this program were $475 million, leaving $5.1 million available for other initiatives. $282.2 million was spent on administration of employment assistance and financial assistance measures. $92.4 million was used to defray the cost of space rental, telecommunications, mail and courier service, forms, employer contributions, communication products and information technology. $100.4 million was allocated to management, support to agencies for policies, administration, handling of information requests and complaints, reviews, the Tribunal administratif du Québec, and communications.

Staff

As at March 31, 2007, the Department had 6 365 employees, including 5 469 regular employees and 896 occasional employees.

To carry out its mission successfully and adequately meet the needs of its clientele, the Department deploys employees that are qualified, nearly 70% of whom are located at regional directorates and local employment centres in Québec’s 17 administrative regions.
