General informationPresentationThe social solidarity services offered by Emploi-Québec are attached to the Ministère de l’Emploi et de la Solidarité sociale (MESS). In keeping with the provisions of the Individual and Family Assistance Act The social solidarity services’ mission consists of granting financial assistance to persons and families that cannot meet their own needs and, as an active partner, helping to prevent and solve individual or collective problem situations in order to promote these persons’ economic and social autonomy. Social solidarity services are offered throughout Québec by a network of 152 local employment centres (CLE) To carry out its mission, in 2005-2006, social solidarity services had 2 504 full-time equivalents (FTE), working mainly in the CLE and the CCC, but also in the 17 regional offices and the central units, which offer operational support. Its administrative budget was $151.3 million. By helping low-income earners and last-resort financial assistance recipients, social solidarity services play a critical role in combating poverty and social exclusion, a priority for the Québec government. The Year Two Action Plan Report, published under the Act to combat poverty and social exclusion, describes the Government of Québec’s achievements aimed at eliminating and preventing poverty and social exclusion.1.
