The program is administered by the regional branch concerned by the collective dismissal or by the Minister, subject to his discretionary power.

The program runs a maximum of two years. Workers are entitled to benefits for the program’s duration only.

This program targets persons:

• who have worked in an enterprise where 50 or more employees have been laid off for a period of two consecutive months.
  and
• who lost their employment or were laid off for an anticipated period of at least six months following a collective dismissal.
