Report of the Minister of Employment and Social Solidarity – Approach to child support income in government programs

Under section 61 of the "Act to combat poverty and social exclusion", the Minister of Employment and Social Solidarity must, "in coordination with the other government ministers concerned, report to the Government  and make recommendations on the approach taken in government programs as regards child support income."

To fulfil this commitment, an interdepartmental working group was formed. The group is composed of representatives of the Ministère de l’Emploi et de la Solidarité sociale, the Ministère de la Famille, des Aînés et de la Condition féminine, the Ministère des Finances, the Ministère de l’Éducation, du Loisir et du Sport and the Société d’habitation du Québec.

The programs examined in the report are the Employment-Assistance Program (last-resort assistance), the Loans and Bursaries Program, housing assistance programs (Low-Rental Housing, Rent Supplement and Shelter Allowance), Child Assistance and the Work Premium.
